I dunno. It's an old, small, not-super-high-quality o cropped from a 60 year old ad... While it's not utterly impossible that Schweppes would revive the Command Whitehead person (forgotten as he is, but you never know), but if so they're going to use a new actor. If they wanted to use the old photos, they have the originals in their archive, and the existence of this photo is not going to materially impact that campaign in the least. And I'm not seeing any other way to commercialize this photo.
