O'Hare was originally a member (volunteer) of the Provisional Irish Republican Army before joining the Irish National Liberation Army.
In 1987 O'Hare and two other INLA members kidnapped John O'Grady, a dentist from Dublin. The gang had intended to seize Austin Darragh, owner of the Institute of Clinical Pharmacology. However Darragh had moved from the house three years previously. O'Grady was his son in law. He then demanded a $1.9m ransom. He was initially held in a Dublin basement before being moved to Cork, where he was held in a cargo container. After ransom demands were not met O'Hare cut off two of O'Grady's fingers with a hammer and chisel. In a telephone call to the Garda Síochána O'Hare stated:
- "It's just cost John two of his fingers. Now I'm going to chop him into bits and pieces and send fresh lumps of him every fucking day if I don't get my money fast."
O'Grady eventually escaped after a shootout with the Garda Síochána. O'Hare and the other members of the gang were eventually arrested in Urlingford, County Kilkenny. In the preceding shootout the passenger in O'Hare's car was killed.
After trial O'Hare was convicted of false imprisonment, wounding with intent and possession of firearms and received a 40 year sentence. He was sent to the maximum security Portlaoise Prison. While at the prison he became commander of the INLA inmates held there.
In 2000 O'Hare requested a judicial review, stating that he should have been released under the 1998 Good Friday Agreement. In recent years he was confined in Castlerea Open Prison.
He was released in April 2006 and is now believed to be living with his wife in Newtownhamilton in South Armagh. The Police Ombudsman in Northern Ireland has stated that O'Hare won't be arrested by the PSNI because warrants for his arrest no longer exist .
On 13th December 2006, the Evening Herald newspaper reported that he was being investigated over the dual murder of major drug-dealer Martin "Marlo" Hyland and a plumber called Anthony Campbell (who happened to be in Hyland's house at the time carrying out plumbing work). No charges have yet been made, and no other media outlets reported the same story.
