Leonard (aka "Len") H. Tower Jr. was one of the founders as well as a founding member of the Board of Directors of the Free Software Foundation (FSF) in 1985.
References in columns
It's much easier to read text in narrower columns. Any good book on typographic layout cites the studies. Which is one reason they should be used in {{Reflist}}, **See also* sections, etc..
Multiple columns are much more visibly distinguishing than smaller type, and a section header that look just all like the others.
Citations are a different form of content, that most other sections, which is why additional visible distinction is good.
