Stephanus François Kotzé, better known as Pen Kotzé (17 May 1922 near Piketberg - 21 May 2005 in Cape Town), was a South African politician and member of the governing National Party.

Political career

In 1954 he was elected a member of the Cape Provincial Council for the Bellville–Parow constituency.

In 1958 he was elected MHA for the Parow constituency, and from 1974 to 1978 served as deputy chair of the National Party's parliamentary group. He was seen as part of the National Party's conservative wing.

In November 1978, Kotzé joined the cabinet of P. W. Botha as deputy minister, and in October 1980 he was promoted to Minister of Plural Development (1980-1984) and Minister of Public Services (1980-1981). As Minister of Plural Development he was responsible for the governance of the Coloured and Indian populations of South Africa, and relations with their respective representative councils (abolished in 1984).

In 1984, after the implementation of the new South African constitution which created the Tricameral Parliament, Pen Kotzé was appointed to the President's Council alongside Piet Koornhof.

He retired from public life in 1989.

After several years battling cancer, Pen Kotzé died on 21 May 2005 in Cape Town, at the age of 83.
