The Registro Nacional de de las Personas (short form: RENAPER) produces documents for secure identification. It is headquartered in the Buenos Aires district of Microcentro.

The organism traces its origins to the former Registro Civil. . The security printing organism offers complete Biometric Identity cards of Argentina.

History

Until 1885, the responsibility for the system of recording and registering personal data rested with the Catholic Church, which maintained records of baptisms, marriages, and burials through its "parish books."

In 1885, during the presidency of Julio Argentino Roca, the Civil Registry of the City of Buenos Aires and the National Territories was created. The national law came into effect at the beginning of 1886, and from then on, the State took over this responsibility.

At the national level, the electoral fraud issues that Argentina experienced in the late 19 and early 20 centuries led to the enactment of Law No. 8,129. This law established the Citizen Enrollment Book for native and naturalized citizens aged 18 and older. It allowed individuals to be included in the Electoral Register while also ensuring compliance with mandatory military service. Article 2 of the law stipulated that, for general enrollment, military districts and Civil Registry offices "shall remain open not only on working days but also on Sundays during the last month." Another notable detail of the regulation was that it authorized the Executive Branch to "waive the requirement of a citizen's photograph in areas where it is materially impossible to fulfill it."

During the first government of Juan Domingo Perón, Law 13,482 was enacted, which created the National Registry of Persons (RENAPER). This law also introduced the Civic Booklet, enabling women to vote on equal terms with men.

In 1963, Decree-Law 8,204 was issued, establishing the current functions of the Registry of Civil Status and Capacity of Persons, which include registering all acts and events that alter or modify civil status: birth, marriage, and death.

In 1968, during the dictatorship of General Juan Carlos Onganía, Law 17,671 on the "Identification, Registration, and Classification of National Human Potential" was enacted. This law assigned RENAPER's competencies and instituted the National Identity Document (DNI), which remains in use to this day.

Objectives and services

Programa Identificar

The Programa Identificar is an initiative designed to address the difficulties faced by individuals in obtaining or rectifying vital documents, including birth certificates, the Pre-Identification Certificate (CPI), and the National Identity Document (DNI). Its primary objectives are as follows:

The DNI Accesible program is an initiative aimed at ensuring accessible and inclusive services for individuals requiring support during procedures for the National Identity Document (DNI), Passport, or Pre-Identification Certificate (CPI). The program seeks to uphold the fundamental right to identity by offering tailored assistance and accommodations.

Provincial Civil Registries
