means the typographical arrangement and layout of a published work. eg. newsprint.

owned means where a government is the copyright owner as well as would have owned copyright but reached some other agreement with the creator.

The United States copyright in this Australian image was restored by the Uruguay Round Agreements Act of 1994, currently 17 U.S.C. §104A, if it falls into one of the categories below. (These were works which were still in copyright in Australia on 1 January 1996, and thus remain in copyright in the US until at least 70 years after death of the author.) In addition, the work may be subject to a subsisting United States copyright if it was first published on or after 1923-01-01.
