WHCB is an FM radio station licensed by the Federal Communications Commission as an non-commercial educational radio station broadcasting from Bristol, Tennessee studios under a Christian format. WHCB broadcasts on FM frequency 91.5 MHz.

WHCB is under ownership of the IRS 501(c)(3) tax exemptAppalachian Education Communcation Corporation EIN 52-1221965 . The WHCB studio and office is on the first floor of the Leitner Pharmaceuticals Building and located at 340 Martin Luther King, Jr. Boulevard in Bristol, Tennessee.

Dr. Kenneth C. Hill

Dr. Kenneth C. Hill is the owner and president of the for-profit Information Communications Corporation,d.b.a. WPWT 870 AM, and also serves as the president of Appalachian Education Communcation Corporation, d.b.a. WHCB 91.5 FM and the Cameo Theatre .

Dr. Hill served as the 2006 Sullivan County District 2 State Executive Committeeman for the Tennessee Republican Party and was nominated by former U.S. Senator and Majority Leader Bill Frist for selection as a Commissioner for the Federal Communications Commission.

Dr. Hill is also the founding president (2003) of the State of Franklin political action committee that is registered with the State of Tennessee. Another AECC key employee, A.G. "Bud" Branscomb also served as the State of Franklin PAC treasurer.

Matthew Hill

Dr. Hill's oldest son is Tennessee State Representative Matthew Hill, who is also a Vice-President of Information Communications Corporation and a former WPWT 870AM "Good Morning Tri-Cities" talk show host as is his other son, Timothy Aaron Hill, who currently works as a press secretary for U.S. Representative David Davis.

Rep. Hill also hosted a "Mister Matthew" show for children on WHCB.
