He was the second surviving son of Duke Joachim Friedrich of Silesia-Brieg and Liegnitz, and his wife Anna Maria, the daughter of Joachim Friedrich, Prince of Anhalt-Zerbst. With the death of Joachim Friedrich (1602) his territories were divided between his sons. George Rudolf received Liegnitz whilst his elder brother Johann Christian received Brieg. He ruled as duke for five decades (1602 - 1653) and died aged fifty-eight.
George Rudolf was married twice, firstly (1614) to Sophia Elisabeth (1589 - 1622), the daughter of Prince Johann George I of Anhalt-Dessau, and secondly (1624) to Elisabeth Magdalena (1599 - 1631), the daughter of Karl II, Duke of Münsterberg-Oels, but died childless.
