There never was a Duchy of Warmia.

Ermland or Warmia was a Prince-Bishopric in Prussia, In 1246 Prussia was divided by William of Modena, legate of the pope, into four bishoprics Warmia, Pomesania, Culmerland and Samland]].

The four bishoprics were put under the archbishopric of Riga. Later Warmia was ruled by the prince-bishops, who were princes of the Holy Roman Empire.
