They are Jez Willis and Tim Garbutt, and are notorious amongst their fans and the dance music community for taking a long time inbetween their releases- their first two albums were released seven years apart.
Utah Saints were one of the early pioneers of bringing sampling technology into mainstream dance and pop music.
