In 2003, the group chose New Hampshire, known for its "Live Free or Die" motto and absence of a state income tax and state sales tax, as its target.
The original target date for pledges was the end of 2006. As of October 20, 2008, the project website shows that 8,741 people have pledged to move to New Hampshire, of which 600 have confirmed that they are in New Hampshire. (Not all movers may have confirmed their move.) Of the 600 in-state participants, 253 are previous New Hampshire residents and 348 have moved to New Hampshire.
