Nerissa Corazon Soon-Ruiz (born October 31, 1956) is a Filipino politician. A member of KAMPI and the One Cebu party, Soon-Ruiz has been elected to five terms as a Member of the House of Representatives of the Philippines, representing the Sixth District of Cebu from 1992 to 1998, and from 2001 to present. She is a physician by profession.

According to the Congress Watch of the Makati Business Club she had net assets of 265,000.00 pesos for the year 2003 making her one of the poorest members of the Philippine Congress at that time.

She is a resident of Mandaue City since birth. Mandaue City is one of two cities and two towns in the Sixth District of Cebu. The other city is Lapu-Lapu City and the two towns are Consolacion and Cordova.

In 2008 she filed a bill in Congress for the Lone Congressional Seat of Lapu-Lapu City when it only became eligible in 2007.
