Its name comes from its two largest communes, Czarnków and Trzcianka, although the administrative seat of the powiat is Czarnków. The district covers 1808,19 km² and has a population of 86,044. As of 2004 the population density was 48/1 km².
The district consists of eight communes:
- Czarnków, town commune
- Trzcianka, town-rural commune
- Krzyż Wielkopolski, town-rural commune
- Wieleń, town-rural commune
- Czarnków, rural commune (its seat is in Czarnków, but it consists of villages around it)
- Drawsko, rural commune
- Lubasz, rural commune
- Połajewo, rural commune
