It was founded in 1953. Oddly enough, the Buddhist Association of China is opposed to Lamaism. The Buddhist Association has warned of Falun Gong, an alleged cult with Buddhist roots, that is banned in the People's Republic of China. However, the Association is a branch of the Chinese government, not an independent entity.
The chairman of the Association doesn't have to belong to the Buddhist religion, but is instead nominated by the Communist Party.
