It is named for the diplomat Yaakov Herzog. It is located adjacent to, and associated with Yeshivat Har Etzion.
The college is approved by the Council for Higher Education in Israel and offers fully accredited Bachelor of Education and Master of Education degrees, each with specialised tracks.
The college runs separate mens and womens programs. The womens programs are based in the Migdal Oz Midrasha.
