The significance of the image is to help the reader identify the map with its mix of Chinese characters and Japanese kanji, to help assure the readers that they have reached the right article containing critical descriptive analysis and commentary about the map and about the disputed islands, and to illustrate the Chinese publisher's intended message in a way that words alone could not convey.

Because it is a copy of a map in an atlas which is long out-of-print, there is almost certainly no free equivalent. Any substitute that is not a derivative work would fail to convey the meaning intended, would tarnish or misrepresent, or would fail its purpose of identification or commentary.
