Laws against electronic harassment
Michigan
Public act 257 of 2003 makes it a felony for a person to "manufacture, deliver, possess, transport, place, use, or release" a "harmful electronic or electromagnetic device" for "an unlawful purpose"; also made into a felony is the act of causing "an individual to falsely believe that the individual has been exposed to a... harmful electronic or electromagnetic device."
Public act 328 of 1931 makes it a felony for a person to "sell, offer for sale, or possess" a "portable device or weapon" the emits an "electrical current, impulse, wave, or beam may be directed, which current, impulse, wave, or beam" can "incapacitate temporarily, injure, or kill". This can apply to Tasers or handheld lasers, etc.
Maine
Public law 264, H.P. 868 - L.D. 1271 criminalizes the knowing, intentional, and/or reckless use of an electronic weapon on another person, defining an electronic weapon as a portable device or weapon emitting an electrical current, impulse, beam, or wave with disabling effects on a human being.
Massachusetts
Chapter 170 of the Acts of 2004, Section 140 of the General Laws, section 131J states: "No person shall possess a portable device or weapon from which an electrical current, impulse, wave or beam may be directed, which current, impulse, wave or beam is designed to incapacitate temporarily, injure or kill, except ... Whoever violates this section shall be punished by a fine of not less than $500 nor more than $1,000 or by imprisonment in the house of correction for not less than 6 months nor more than 2 1/2 years, or by both such fine and imprisonment."
How electronic harassment is being done today
Electronic harassment is currently being performed in countries all over the world by interconnected criminal groups who are using multiple quadrotor drones used in a co-ordinated fashion in the airspace above an individual whom is being targeted. Each quadroter drone or UAV points a beam of ions or RF energy at a target. Where the beams cross, heat is produced which will caus cell death. This process is continued for up to several years and eventuially causes the symptom of death to occur in their target. The drones appear as lights in the sky above. The reason why they bear lights is because they make use of power beaming to keep their batteries charged and maintain in-flight. The origin of the power is unclear but some electricity may be getting stolen from power grid networks by latching onto pylons and expose power cables. The worldwide criminal entity, possibly the Albaniam Mafia have more than likely have access to uranium fission power also.
Governemnts around the world are currently doing nothing to stop this happening to victims. As a result of their lack of knowledge, victims are often no beleived when they attempt to report the fact that they are experienceing electronic harassment to the authorities. Many victims are sectioned and placed in menatl hospitals. Once a target is placed in hospital, the directled energy assault can be conducted with ease through the hospital's many windows.
The purpose of electronic harassmnet is to murder a victim for life insurance money which seemingly unrelated member of the criinal group arrange online without even visiting a broker, it is not for the purposes of experimentation allthough there is come evidence it had been tested out by peacekeeping nations for peacekeeping reasons but only in the past. Trials as such had completely stopped by 1996. It continues to be performed by criminal groups worldwide and victims numbers are increasing.
