Definition of edit warring
Edit warring is a behavior, typically exemplified by the use of confrontational edits to win a content dispute. It is different than a bold, revert, discuss (BRD) cycle. Reverting vandalism and banned users is not edit warring; at the same time, content disputes, even egregious point of view edits and other good-faith changes do not constitute vandalism. Administrators often must make a judgment call to identify edit warring when cooling disputes. Administrators currently use several measures to determine if a user is edit warring.
Definition of the three-revert rule (3RR)
An editor must not perform more than three reverts on a single page within a 24-hour period. Undoing another editor's work—whether in whole or in part, whether involving the same or different material each time—counts as a revert. Violations of the this rule normally attract blocks of at least 24 hours. Any appearance of gaming the system by reverting a fourth time just outside the 24-hour slot is likely to be treated as a 3RR violation. See here for exemptions.

This report, when opened, did not bring in the preload file in User:EdJohnston/Sandbox/Example. Not sure why. EdJohnston (talk) 19:28, 21 January 2014 (UTC)

What this page is for
This is a sandbox for testing changes in two of the templates used for submissions to the 3RR noticeboard. The current versions are:
- Misplaced Pages:Administrators' noticeboard/Edit warring/Example and
- Misplaced Pages:Administrators' noticeboard/Edit warring/userlinks
The proposal is to allow interested admins to issue blocks that permanently link back to the 3RR case which was the reason for the block. (The block reason would include the permanent link). At present, blocks are sometimes notated with something like WP:AN3#User:Foo reported by User:Bar (Result: 24 hours). These wikilinks provide useful information during the first two days after a block but are useless long term because archiving of the noticeboard breaks the link.
The above 'userlinks' template is a special version that would be used instead of the standard {{userlinks}} in the 3RR header. It has an extra button called 'permalink'. An admin can click on that after closing the 3RR report and it will bring up a block form containing the name of the editor and a block reason with a permanent link to the report.
When you hit 'click here to add a new report' in this sandbox you are exercising a special version of the Example preload file created by User:Wbm1058. It contains the template code to create a permalink which we assume that ordinary submitters won't be inconvenienced by, since they won't know what it is.
If you want to try out this sandbox as an admin, you can hit 'Click here to add a new report' and go through all the steps that ordinary editors would take in making a report. If you wish, you can add the name of User:ThisIsaTest as the person being reported. This is the account used for testing out the block ability in the New Admin School. You don't actually have to issue a block if you don't want to, you can just observe the block form with the fields all filled out. If you see a working permanent link in the block reason, the test has succeeded. Note that you need to close and save the 3RR report before you hit the 'permalink' button.
