Plot Summary

Bill Gillespie is still in Quantico, Virginia. During Gillespie's absence, the city council creates some controversy when it names Tom Dugan as acting chief of police.

In the meantime both Dugan and Tibbs try to catch a serial arsonist. The case takes a tragic turn after someone dies in one of the fires set by the arsonist.

Trivia

  • This is the second appearance of Joe Don Baker as Tom Dugan. Baker had stood in for Carroll O'Connor during the final four episodes of the second season, while O'Connor was recovering from open heart surgery.
