The splinter group is led by former commanderss of the Movement of the Taliban in Pakistan, such as Ihsanullah Ihsan, the former spokesman of the TTP, and Omar Khorasani, a senior leader in the Movement of the Taliban in Pakistan. The splinter group refers to internal differences with the Movement of the Taliban in Pakistan as well as refocusing on the and creating an Islamic state is the main mission. The new group is comprised of several tribal districts (four of the seven tribal districts bordering Pakistan and Afghanistan, namely Mohmand, Bajaur, Khyber, and Arakzai.)
