The borough was formed, as were all other London boroughs, on April 1 1965 by the London Government Act 1963. In 1969 the village of Knockholt, which until 1965 had been part of the Orpington Urban District, was transferred to the Sevenoaks Rural District (now Sevenoaks District) of Kent.
