Elmer Mejorada Jamias (born November 21,1961) also known as Barako ng Maynila ,is a Filipino police officer.He is currently Deputy Director of the Directorate of Information and Communication Technology Management since June 14,2017.
Early life and Education
PCSUPT Elmer M. Jamias was born in Paco,Manila on November 21, 1961.A grandson of Sergeant Mariano Jamias,US Army of 45th Infantry Regiment,the Philippine scouts who died on the historic Death March in Bataan on 1942.
In 1979 Jamias attended Philippine College of Criminology to study Bachelor of Science in Criminology.In 1986 he obtained Bachelor of Science in Public Safety at Philippine National Police Academy.In 2000 he obtained Master of Arts in Criminology.In 2001 he obtained Master's Degree in Business administration at Wesleyan University Philippines.In 2009 he obtained PhD in Management at International Academy of Management and Economics
Police Career
Jamias started as a Patrolman in 1983 in the city of Manila until he joined illustrious PNPA Class 1986.During his youngest years as police officer,he was branded as a "street-smart" and known anti narcotics operative at and hardworking police officer whose police exploits in real life has been depicted in a Philippine movie entitled "Jamias:Barako ng Maynila" on 2000.He is also a member of the Philippine Guardian(GPII).
He belong to the illustrious PNPA class 1986 with an outstanding scholastic record who earned his Master's in Business Administration at Wesleyan University Philippines in 2001 and Master's in Criminilogy at Philippine College of Criminilogy and then found time to finish his Doctor of Philosophy in Management in 2009 at the International Academy of Management and Economics.
Assignments
Went through various police assignments through the years,where his capability as a competent police officer was developed especially in the streets of Manila where he became a Station Commander in Quiapo,Chinatown,Tondo and Divisoria.He was also twice became the Director of the Traffic Emforcement Group of the Western Police District until he became the Chief Directorial Staff of the Manila Police District.
His expertise and experience in the field of Police Operations,Internal Security and Community Relations were thoroughly honed when he was assigned in the different police offices from North to South Regions of our country such as:PRO Cordillera,Directorate for Integrated Police Operations(DIPO)Western Mindanao covering ARMM,PRO9,PRO12 until he was back again to Metro Manila.Then he was assigned at Southern Police District as the Deputy District Director for Operations and there after promoted to Deputy District Director for administrative aspect of policing.
Notable Accomplishments and Meritorious Promotions
Three meritorious promotions in action beyond the call of duty.From Police Inspector to Police Senior Inspector,from Police Chief Inspector to Police Superintendent and Police Senior Superintendent to Police Senior Superintendent.A recipient of Gallantry Medal for thwarting Coup attempts against the duly constituted government on August 1987.
Part of the team that solved the kidnapping with murder case of Atty.Eugene A. Tan,President of the Integrated Bar of the Philippines(IBP) and his driver on 1994 wherein he was meritoriously promoted from Police Chief Inspector to Police Superintendent.
Killing in a gun duel like street encounter of Manila's Public Enemy No.1 indentified ass Mike Ampuan alias "Macmod",the dreaded leader of the Zamboanga del Sur's Lucky 9 Group,a big time drug dealer and a gun for hire group operating in the City of Manila on March 31,1999.For this outstanding feat,he was promoted to Police Senior Superintendent.
Arrest of three suspected drug pushers with one tagged as a member of big time South Asia based Bamboo Gang.Spearheaded series of major accomplishment on anti-illegal drug operations operating in Metro Manila and other nearby provinces.
During his stint as Station Commander of Sta.Cruz,Quiapo Police Station(PS3)Western Police District in Manila,he implemented a similar program "Oplan Tokhang"(Toktok-hangyo) which resulted to having the first barangay to be declared as "Drug Free" in the entire Manila City.
Major event security commander during the Papal Visit last January and the series of APEC meetings and during the visit of US President Barack Obama employing the Major Event Security Framework.Since assumption as District Director,EPD,Police District with the lowest crime rate in the entire NCRPO.
Awards
His efforts were even recognized by the Local Government Unit,Private institutiions,NGO's and other sectors of the society for being a man of dignity and courage such as;Bayaning Police Awardee,Medallion of Honor City of Manila,Outstanding Manila Officer and Outstanding PNPA alumni in the field of Administration and Operation.He was also a recipient of Achievement Award for being the 1st alumnus whose police exploits in real life has been depicted in a Philippine Movie entitled "Jamias:Barako ng Maynia" on 2005 during the 25th Silver Anniversary celebration of the Philippine National Police Academy.
Recently,he received the Medalya ng Pambihirang Paglilingkod(PNP Service Medal) for exceptionally meritorious accomplishment in the implementation of Oplan Lambat Sibat(Managing Police Operations) while in the position of major responsibility as District Director,Eastern Police DIstrict,National Capital Region Police Office,with total of 4,005 arrested wanted persons,confiscate 139 firearms,impound 419 vehicles and neutralize 51 top most wanted person and 52 top drug personalities.
Sixty three (63) medals received from PNP for efficiency on the performance of duty;sixteen(16)Letters of Commendation and numerous Plaque of appreciations from NGO,LGU
