Elmer Mejorada Jamias (born November 21, 1961) also known as Barako ng Maynila (fearless/tough guy of Manila), is a Filipino police officer. As of June 14, 2017, he is Deputy Director of the Directorate of Information and Communication Technology Management.
Early life and Education
Police Chief Superintendent Elmer M. Jamias was born in Paco, Manila on November 21, 1961.A grandson of Sergeant Mariano Jamias,45th Infantry Regiment (United States),the Philippine Scouts who died on the historic Bataan Death March in 1942.
He belongs to the Philippine National Police Academy class 1986 who earned his Master of Business Administration at Wesleyan University Philippines in 2001 and Master's degree in Criminology at Philippine College of Criminology and then found time to finish his PhD in management in 2009 at the International Academy of Management and Economics.
Police Career
General Jamias started as a Patrolman in 1983 in the city of Manila Police District until he joined Philippine National Police Academy Class of 1986.During his youngest years as police officer,he was branded as a "street-smart" and known anti narcotics operative and hardworking police officer whose police exploits in real life has been depicted in a Philippine movie entitled "Jamias:Barako ng Maynila" on 2000.He is also a member of the Philippine Guardian Brotherhood.
In 1999, Jamias killed a criminal named Mike Ampuan, aka Macmod, responsible for the murders of six police officers; he later received the "Bayaning Pulis" (People's Police) award, which came with a reward of 100,000 Philippine pesos, due to his handling of Macmod. Also in 1999, Jamias was among the recipients of that year's Outstanding Manilan Award.
In June 2015, Jamias was involved in a confrontation with Vice President Jejomar Binay over Binay's son's access to Makati City Hall, during which Binay allegedly assaulted Jamias and other law enforcement officers at the scene.
Assignments
Went through various police assignments through the years,where his capability as a competent police officer was developed especially in the streets of Manila where he became a Station Commander in Divisoria,Binondo,Quiapo, Manila and Tondo, Manila.He was also became the Director of the Traffic Enforcement Group until he became the Chief Directorial Staff of the Manila Police District.
His experience in the field of Police Intelligence Operations,Internal security and Community Relations Service were honed when he was assigned in the different police offices from North to South Regions of the Philippines such as:Police Regional Office Cordillera Central (Luzon)Directorate for Integrated Police Operations(DIPO)Western Mindanao covering Autonomous Region in Muslim Mindanao,Police Regional Office 9,Police Regional Office 12 until he was back again to Metro Manila.Then he was assigned at Southern Police District as the Deputy District Director for Operations and there after promoted to Deputy District Director for Administrative aspect of policing.
Accomplishments and Meritorious Promotions
Three meritorious promotions in action beyond the call of duty.From Police Inspector to Police Senior Inspector,from Police Chief inspector to Police Superintendent and Police Superintendent to Police Senior Superintendent.
A recipient of Medal for Gallantry for thwarting coup d'état attempts against the duly constituted government on August 1987.
Part of the team that solved the kidnapping with murder case of Attorney Eugene A. Tan,President of the Integrated Bar of the Philippines and his driver on 1994 wherein he was promoted from Police Chief Inspector to Police Superintendent.
Killing in a gun duel like street encounter of Manila's Public Enemy No.1 indentified as Mike Ampuan alias "Macmod",the dreaded leader of the Zamboanga del Sur Lucky 9 Group,a big time drug dealer and a gun for hire group operating in the City of Manila on March 31,1999.For this outstanding feature he was promoted to Police Senior Superintendent.
Arrest of three suspected drug pushers with one tagged as a member of big time South Asia based Bamboo Union.Spearheaded series of major accomplishment on anti-illegal drug operations operating in Metro Manila and other nearby provinces.
During his stint as Station Commander of Santa Cruz, Manila,Quiapo Police Station and Manila Police District,he implemented a similar program "Oplan Tokhang"(Toktok-hangyo) which resulted to having the first Barangay to be declared as "Drug Free" in the entire Manila City.
Major event security commander during the Papal Visit last January and the series of Asia Pacific Economic Cooperation meetings and during the visit of United States President Barack Obama employing the Major Event Security Framework.Since assumption as District Director,Eastern Police District with the lowest crime rate in the entire National Capital Region Police Office.
Awards
His efforts were even recognized by the Local government in the Philippines,Private institutions,Non-governmental organization and other sectors of the society for being a man of dignity and courage such as;Bayaning Police Awardee,Medallion of Honor City of Manila,Outstanding Manila Officer and Outstanding Philippine National Police Academy alumni in the field of Administration and Operation.
Recently,he received the Medalya ng Pambihirang Paglilingkod(Philippine National Police Service medal) for accomplishment in the implementation of Oplan Lambat Sibat(Managing Police Operations) while in the position of major responsibility as District Director,Eastern Police DIstrict,National Capital Region Police Office,with total of 4,005 arrested wanted persons,confiscate 139 firearms,impound 419 vehicles and neutralize 51 top most wanted person and 52 top drug personalities.
Sixty three (63) medals received from PNP for efficiency on the performance of duty;sixteen(16)Letters of commendation and Plaque of appreciations.

In 2000, Jamias was the subject of a film, Barako ng Maynila, (fearless / tough guy of Manila) inspired by his law enforcement career; Jamias was portrayed by Jinggoy Estrada, son of former Philippine president Joseph Estrada, and the film was directed by Toto Natividad.
