Source said certified, not "falsely certified"
"falsely certified" is a construction from the application being incorrect and being certified but that has a different meaning. "Falsely certified" implies that he had knowledge prior to certifying that it was wrong. That is not supported by the sources. --Tbeatty 23:17, 17 October 2006 (UTC)
