There are many websites that promote this as pornography. Taking photographs of someone surreptitiously is an offense in some countries, but in others there are no laws to prevent this. Some people consider this sort of photography to be a form of sexual abuse and an invasion of privacy if it is done without consent.
Some websites use models who get paid to pretend they are upskirt victims, but other such websites features unaware women without their consent. While some believe these sites are degrading to women and the victims caught on film, the sites are generally considered to be "soft core", because of the nature of this kind of "pornography".
