The 2025 Riga City Council election will be held on 7 June 2025 to elect the 60 members of the Riga City Council, the unicameral local legislature of the Riga, as part of municipal elections across the country.
Electoral system
The Law on Elections of City Councils and Municipal Councils of the Republic of Latvia stipulates that municipalities are elected in equal, direct, secret, free, and proportional elections, allocating seats to parties that obtain at least 5% of the votes, based on the Sainte-Laguë method.
Elections are generally held every four years, on the first Saturday of June, but the Saeima (Parliament) has the right to call extraordinary elections. If extraordinary elections are held and more than two months but less than two years remain until the end of the previous council's term, the council is elected for an extended period — until the subsequent scheduled municipal elections. However, if more than two years remain, the council is elected for a shortened term — until the next scheduled municipal elections.
The right to participate in Riga City Council elections is granted to citizens of Latvia and other European Union member states aged 18 and over, who have registered their residence in the administrative territory of Riga at least 90 days before the election day or who own real estate in the administrative territory of Riga.
