Ursula "Billy" Bowers (born 1989 or 1990) is a Welsh netball player who has represented Wales internationally.

In her youth, she played for Deeside Netball Club.

In 1999, Bowers represented Wales at the Fena Open Championship in Malta and played in 9 of 10 world championship matches in New Zealand. In 2001, she spent a year in New Zealand playing for the Canterbury Flames.

She captained Team Bath in the 2006 Netball Super League (the first season since establishment in 2005), leading the team to victory of 43–35 in the final against Galleria Mavericks. This win was repeated in 2007 (53–45), her second year of captaincy, making Team Bath one of only four teams to win the league in successive years. In both years she played Goal Defence.

In 2006, she represented Wales in the Commonwealth Games hosted in Melbourne, Australia.
