Construction is budgeted at $200 million, of which $50 million has been allocated from the State Oil Fund of Azerbaijan (SOFAZ). The groundbreaking ceremonies are expected to be held in Turkey by October 10, after which the first rails are expected to be laid by March or April 2008.
